A novel radar feature extraction method is proposed to address challenges in conventional approaches due to low spatial resolution, noise, multipath reflection, ghost targets, and motion blur. The paper introduces SIRA (Scalable Inter-frame Relation and Association), which leverages temporal feature relation over an extended horizon and enforces spatial motion consistency for effective association. Two designs are presented: an extended temporal relation layer inspired by Swin Transformer, and a motion consistency track using pseudo-tracklets generated from observational data. The approach achieves state-of-the-art results on the Radiate dataset, outperforming previous methods in oriented object detection (58.11 mAP@0.5) and multiple object tracking (47.79 MOTA).
