A novel complex news event simulator is introduced, designed to better prepare for swift responses to natural disasters and socio-political conflicts. The simulator combines domain knowledge about the scenario with case-specific conditions provided by users. To enhance coherence, an agent-based approach simulates individual character states, plans, and actions. A geo-diverse commonsense and cultural norm-aware knowledge enhancement component is also integrated. Results show that generated simulations achieve higher coherence and appropriateness, receiving favorable feedback from a humanitarian assistance organization.
