A novel approach for generating preventive strategies against infectious disease outbreaks is proposed, leveraging profile similarity evaluation to learn from others with similar risk profiles. The Strategy Transfer and Decision Support Approach (STDSA) consists of four steps: determining similarity evaluation indicators, collecting and preprocessing data, using an improved collaborative filtering algorithm for preliminary screening, and employing the K-Means model for final screening. This approach will be applied to decision-making support in the context of COVID-19. Results show that STDSA-generated recommendations are more accurate and aligned with actual situations than those produced by pure K-means models. This study provides new insights into preventing and controlling epidemics in regions lacking experience.
